- Plan for the recovery of all Nisqually salmon
- Restore salmon habitat
- Study Nisqually salmon, salmon habitat; monitor effectiveness of actions
- Teach people about salmon habitat (Stream Stewards)
- Involve people in protecting and restoring salmon habitat (Stream Stewards)
